A survey can be created via the campaign designer and the questions can be in the language you require (assuming your survey is going to be in only 1 language). 

By default, the language associated with surveys is English. This means, the surveys notifications e.g. Required, This survey has expired etc. are shown in English. 

You can change the default text wording and you can translate these by specifying the default language.

Navigate to the 'Translate' section of the campaign.

Click 'Specify Default Language'

Set the language to be that of your survey. If in German, choose German Standard, if in French choose French Standard, if inSpanish choose Spanish standard etc. 

Click on the Notification button. 

Here you can translate the standard wording or change the English version of the standard notification.
